Palm Coast Utility Corporation serves the areas of unincorporated Palm Coasta and portions of the Hammock (unincorporated). The cities of Bunnell and Flagler Beach respectively provides water to their cities and to some unincorporated areas of the County.

HISTORICAL LABOR MANAGEMENT RELATIONS
Florida historically has been a Right To Work state and therefore has a constitutional amendment guaranteeing the right to work regardless of membership of non-membership in a labor union. During the five year period between 1987-1992, there were four union elections. Of these four elections, one was won by a union according to the National Labor Relations Board.
